With reference to your despatch marked Secret

of the 22nd May, I have the honour to inform you that your

predecessor's despatch of the 26th March, 1924, and the

subsequent despatches of the 16th April and the 9th May were referred to a local Committee consisting of the Superintendent of Imports and Exports and representatives of the Navy and Ary.

2. After deliberating for some months and considering reports from the Hongkong General Chamber of Commerce and the Dairy Farm, Ice and Cold Storage Company the Superintendent of Imports and Exporte and the Service Members of the Committee were unable to agree. The view taken by the Superintendent was that it was impracticable and undesirable for the Civil Authorities to provide a stock of provisions for the whole civil population as the Colony was not in a position to withstand a prolonged siege and to provide a supply of food to fall into the hands of

en enemy would be futile. The Service Members considered that the point made by the Superintendent should not be raised in any reply to the despatches as the question had not been asked of this Government.
